Osallistuva budjetointi on toimintatapa, jossa asukkaat ideoivat ja äänestämällä päättävät tietyn rahasumman käytöstä. Osallistuvaa budjetointia on käytetty Porissa vuodesta 2018 alkaen. Vuonna 2026 kokeillaan uutta osallistuvan budjetoinnin toimintatapaa, jossa kaupunki toteuttaa asukkaiden ideoimat ja äänestämät ehdotukset. Kokonaisuutta kehitetään kokeilusta saatujen kokemusten perusteella.

Ideointialusta avoinna 13.–26.1.2026

Kaikki porilaiset kutsutaan ideoimaan, mitä asukkaiden kohtaamista edistävää Pori voisi tehdä 60 000 eurolla.

Aikataulu

  • Tammikuu: Asukkailta kerätään ideoita 13.–26.1.2026 netissä ja kirjastoissa 15–26.1.2026.
  • Helmi-huhtikuu: Kaupunki valitsee äänestykseen etenevät vaihtoehdot ja tekee niistä tarkemmat suunnitelmat ja budjetit äänestystä varten.
  • Toukokuu: Asukkaat äänestävät suosikkiaan toukokuussa.
  • Loppuvuosi 2026 ja vuosi 2027: Kaupunki toteuttaa eniten ääniä saaneen tai saaneet ideat. Kaikki pääsevät nauttimaan lopputuloksista – mitä ne sitten ovatkaan!

Vuoden 2026 teema ja määräraha

Vuoden 2026 ideoinnissa teemana on ihmisten kohtaaminen.

Osallistuvaan budjetointiin on varattu vuoden 2026 talousarviossa 60 000 euroa.

Kriteerit

Toteutettavan idean tulee:

  • sopia osallistuvan budjetoinnin vuosittaiseen teemaan, vuoden 2026 teema: ihmisten kohtaaminen
  • olla toteutettavissa kestävän kehityksen periaatteet huomioiden: ekologinen, sosiaalinen ja taloudellinen kestävyys
  • olla Porin kaupungin arvojen ja strategian sekä hyvinvointisuunnitelman mukainen
  • olla Suomen lain sekä voimassa olevan kaavan ja kaupungin muiden voimassa olevien päätösten mukainen
  • kuulua kaupungin toimivaltaan ja tehtäviin (esim. kauppa ei kuulu)
  • olla osallistujille maksutonta
  • olla toteutettavissa osallistuvan budjetoinnin määrärahalla (esim. isompi rakennusprojekti ei ole toteutettavissa tällä budjetilla)
  • olla lisäämättä kaupungin vuosittain toistuvia kustannuksia merkittävästi (esim. ylläpitokustannukset tai pysyvän henkilökunnan palkkaaminen)
  • olla suunnattu voittoa tavoittelemattomaan, yleishyödylliseen tarkoitukseen
  • olla toteutettavissa Porissa ja hyödyttää laajaa joukkoa porilaisia
  • olla toteutettavissa vuosien 2026–2027 aikana

With Love to the People of Pori – Participatory Budgeting

Participatory budgeting is a method in which residents propose ideas and decide, by voting, how a specific sum of money is used. Participatory budgeting has been used in Pori since 2018. In 2026, a new participatory budgeting model will be piloted, in which the city will implement the proposals that residents have suggested and voted for. The overall process will be further developed based on the experiences gained from the pilot.

  • All residents of Pori are invited to come up with ideas on how Pori could promote encounters between people with a budget of 60 000 euros.

    • Submit ideas online: here on the idea platform
    • Submit ideas at libraries (starting from January 15): you can submit your ideas at all libraries in Pori (excluding the mobile library), in accordance with each library’s opening hours.

  • January: Ideas are collected from residents online and at libraries from 13–26 January 2026.

    February–April: The city selects the options that will proceed to voting and prepares more detailed plans and budgets for the ideas.

    May: Residents vote for their favourite idea(s) in May.

    Late 2026 and 2027: The city implements the idea or ideas that receive the most votes. Everyone gets to enjoy the results – whatever they may be!

  • The theme for the 2026 idea submission is encounters between people.
    A total of 60 000 euros has been allocated for participatory budgeting in the 2026 city budget.

  • The idea to be suggested must:

    • fit the annual participatory budgeting theme (2026 theme: encounters between people)
    • be feasible in accordance with the principles of sustainable development: ecological, social, and economic sustainability
    • align with the City of Pori’s values, strategy, and wellbeing plan
    • comply with Finnish law, current zoning plans, and other valid city decisions
    • fall within the city’s authority and responsibilities (e.g. commercial activities are excluded)
    • be free of charge for participants
    • be feasible within the participatory budgeting allocation (e.g. large construction projects cannot be implemented with this budget)
    • not significantly increase the city’s recurring annual costs (e.g. maintenance costs or hiring permanent staff)
    • be aimed at a non-profit, public-benefit purpose
    • be implementable in Pori and benefit a wide range of residents
    • be implementable during the years 2026–2027
